国务院同意中国人民银行《关于加强我国对外发售金、银币（章）管理的请示报告》，现转发给你们，请遵照执行。
　　加强我国对外发售金、银币（章）管理的请示报告为了给国家多创外汇，今年初，我在香港首次试销了《北京名胜》纪念金章，受到国外藏币家的极大欢迎。建国三十周年纪念金币和联合国儿童年纪念金币，也将在国内外发售。根据国务院领导同志三月十七日的批示精神，我行将继续设计制造各种式样的金、银币（章）向世界市场销售。为提高纪念币的质量，国家计委已批准我行进口部分先进设备，以增强我在国际市场上的竞争能力。
　　但是，目前有些部门为了给国家赚取外汇，也拟制造和发售纪念金币。外国商人也主动与我有关部门联系，要求合作制造发售纪念金币。
　　我们认为，纪念币不同于一般纪念品，按照国际惯例，纪念币是带有面值的货币，只能由国家银行制造发行。任何单位和个人都不能制造和发售纪念币。金银章在世界金币市场销售，也有一定的规律性。如发行数量过大，或质量低劣，不仅销售不了，而且会影响我国声誉，给以后再发行造成不良影响。为了加强货币管理和金银管理，维护我国对外发售纪念币（章）的信誉，提出如下意见：
一、金、银质纪念币，统由中国人民银行负责设计、制造、发行。其它部门和单位一律不得铸造和发行（包括其它材质的货币在内）。
　　二、向国外销售纪念金银币（章）统一由中国银行（及其在国外的分支机构）负责经销，以利于外汇收入的统一管理。（注解：金银质纪念章的经营问题，改按原国家进出口委员会（82）进出（出）字第44号文件的有关规定执行。）
　　三、金银质纪念章应由中国人民银行所属中国造币公司统一制造。各单位需要制造金（银）章时，可向中国造币公司商洽。金银章销售后所得的外汇利润分成办法，报国家计委批准执行。（注解：金银质纪念章的经营问题，改按原国家进出口委员会（82）进出（出）字第44号文件的有关规定执行。）

　　CIRCULAR OF THE STATE COUNCIL FOR APPROVING AND TRANSMITTING THE REPORT SUBMITTED BY THE PEOPLE'S BANK OF CHINA REQUESTING INSTRUCTIONS ON STRENGTHENING THE ADMINISTRATION OF THE ISSUANCE OF GOLD AND SILVER COINS（OR BADGES） FOR SALES TO FOREIGN COUNTRIES（October 22， 1979）
　　The State Council has approved the Report Requesting Instructions on Strengthening the Administration of the Issuance of Gold and Silver Coins（or Badges） for Sales to Foreign Countries， which was submitted by the People's Bank of China， and hereby transmits it to you for implementation. Report Requesting Instructions on Strengthening the Administration of the Issuance of Gold and Silver Coins （or Badges） for Sales to Foreign Countries（Excerpts）
　　The following suggestions are put forward with a view to strengthening currency control and control of gold and silver and maintaining China's reputation in issuing commemorative coins （or souvenir badges）：1. The People's Bank of China shall be exclusively responsible for the designing， manufacture and issuance of gold and silver commemorative coins. No other departments or units shall be permitted to mint or issue such coins （including coins made of other substances）。
　　2. The Bank of China （and its branches abroad） shall be exclusively responsible for the distribution of gold and silver commemorative coins（or souvenir badges） to foreign countries in order to facilitate the unified control of foreign exchange revenues. [*1] 3. Gold and silver souvenir badges shall be exclusively manufactured by the China Coin-Minting Corporation affiliated to the People's Bank of China. Units that need to have gold （or silver） badges made may approach and consult with the China Coin-Minting Corporation. Measures for the sharing of profit in foreign exchange earned from selling gold and silver badges shall be submitted to the State Planning Commission for approval and be implemented accordingly.
