Programmers are the individuals who write, test and document the systems. Computer operators perform the actual operation of the computers for processing the data. Computer operators should not have programming functions and should not be able to program. Programmers should not have access to the computers and programs that are in actual use for processing. The most critical separation of duties is between programmers and computer operators.
